Rule 8 Officers of the Union

8.1 The election and responsibilities of the Chairperson:
(i) The Chairperson shall be elected annually by secret ballot at the Annual General Meeting, shall serve for one year, and shall be eligible for re-election for three consecutive terms;
(ii) The Chairperson shall preside at all Annual and Extraordinary General Meetings and Executive Committee Meetings and shall be responsible for the proper conduct of business. He/she shall have a casting vote. He/she shall sign the minutes of each meeting after they are approved;
(iii) With the assistance of the Honorary Secretary and Honorary Treasurer, the Chairperson shall oversee the general administration of the affairs of the Union and shall endeavour to secure the observance of the Union rules by all concerned;
(iv) The Chairperson shall, in conjunction with the Honorary Secretary and Honorary Treasurer, sign cheques on behalf of the Union.

8.2 The election and responsibilities of the Vice-chairperson:
(i) The Vice-chairperson is not a permanent position;
(ii) If there is a candidate for the post of Vice-chairperson in the election of the Executive Committee, the position shall be elected by secret ballot at the Annual General Meeting and shall be eligible for re-election;
(iii) If there is no candidate for the post of Vice-chairperson in the election of the executive committee, the position can be elected from among the elected Executive Committee members, or left vacant;
(iv) In the absence of the Chairperson the Vice-chairperson shall deputise until the Chairperson returns.

8.3 The election and responsibilities of the Honorary Secretary :
(i) The Honorary Secretary shall be elected by the Executive Committee at its first meeting after the Annual General Meeting and shall be eligible for re-election;
(ii) The Honorary Secretary shall conduct the business of the Union in accordance with the rules and shall carry out the instructions of the Annual or Extraordinary General Meeting and of the Executive Committee;
(iii) The Honorary Secretary shall keep a register of all members;
(iv) The Honorary Secretary shall attend meetings of the Executive Committee and shall record the minutes;
(v) The Honorary Secretary shall assist the Chairperson in preparing the annual report of the Union for submission to the Annual General Meeting and any other reports necessary for Extraordinary General Meetings;
(vi) The Honorary Secretary shall, in conjunction with the Chairperson and Honorary Treasurer, sign cheques on behalf of the Union.

8.4 The election and responsibilities of the Honorary Treasurer and:
(i) The Honorary Treasurer shall be elected by the Executive Committee at its first meeting after the Annual General Meeting and shall be eligible for re-election;
(ii) The Honorary Treasurer shall be responsible for the safety of all monies and the safeguarding of all investments belonging to the Union and shall prepare a financial statement for each meeting of the Executive Committee and an annual statement of accounts for audit and for presentation to the Annual General Meeting. The Honorary Treasurer shall have the right to speak and vote on all matters except financial matters;
(iii) The Honorary Treasurer shall give to every member of the Union requesting an annual audited statement of account of all the receipts and expenditure and of the assets and liabilities of the Union free of charge;
(iv) The Honorary Treasurer shall, in conjunction with the Chairperson and Honorary Secretary, sign cheques on behalf of the Union;
(v) The Honorary Treasurer shall deposit in the bank appointed by the Executive Committee all sums over $10,000 retaining the remainder in a safe place.

8.5 Any member who uses part of his own time to serve the Union may be compensated for loss of hours of work or wages, such compensation to be decided by the Executive Committee.

8.6 Any member whose duties involve financial responsibility shall provide such security as the Executive Committee may require.
